Biography
Veterinarian and policy official at the European Commission since 1999.
Andrea has been dealing with several policy initiatives in the area of animal health and welfare in the EU Commission. In particular he has been responsible in the last 7 years for the Animal Welfare Unit in the Health and Food Safety Directorate General (DG) caring for the development and the coordination of animal welfare policies in the EU. The Units main tasks are related to the development and management of policies in the area of animal welfare liaising with agriculture, internal market, environment, trade, fundamental rights. A vast stakeholders’ network including the World Animal Health Organization (OIE) and the Food and Agriculture Organization of the United Nations (FAO) has been involved in the development of the Units’ activities.
From 1 February 2016 Andrea is responsible for the Unit Official Controls and eradication of diseases in animals in the same DG of the Commission.
Since 2001 Andrea has been the European member of the “Working Group on Animal Welfare” of the World Animal Health Organization (OIE-Paris). Andrea has been co-chair of specific working groups on animal welfare and related issues established with EU trading partners in the framework of bilateral trade agreements such as: Chili, Canada, Brazil, New Zealand.
Andrea has been invited as key note speaker at several international events and author of several publications on the issue of international animal law and its management. In particular Andrea contributed to the volume of the Italian Treaty on Biology and Legislation related to Animal Law with a chapter on EU Law on animal welfare (Trattato di Biodiritto – Volume “La Questione Animale” a cura di Silvana Castiglione e Luigi Lombardi Vallauri).
Andrea chaired in 2014/2015 the task force that coordinated the official participation and the policy and technical events of the DG Health and Food Safety at EXPO Milan.
In 2014 Andrea received an European animal welfare award from the Royal Society for the Prevention of Cruelty to Animals (RSPCA).

Vétérinaire et fonctionnaire à la Commission européenne depuis 1999.
Andrea s’occupe de plusieurs initiatives politiques dans le domaine du bien-être et de la santé animale au sein de la Commission européenne. En particulier il est responsable depuis 7 ans de la section Bien-être des animaux de la Direction générale de la Santé et de la Sécurité alimentaire qui est compétente pour le développement et la coordination des politiques de bien-être des animaux en Europe. Les objectifs principaux de la section concernent le développement et la gestion des politiques dans le domaine du bien-être animal en rapport avec l’agriculture, le marché intérieur, l’environnement, le commerce et les droits fondamentaux. Un vaste réseau d’acteurs parmi lesquels l’Organisation mondiale pour la Santé Animale (OIE) et L’Organisation des Nations unies pour l’alimentation et l’agriculture (FAO) a participé au développement des activités de la section.
Depuis le 1er février 2016, Andrea est responsable de la section Contrôles officiels et éradication des maladies animales au sein de la même direction générale de la Commission.
Il est, depuis 2001, le membre européen du « Groupe de travail sur le bien-être animal » de l’Organisation mondiale de la Santé animale (OIE à Paris). Il a co-présidé des groupes de travail spécifiques sur ces questions, groupes formés avec les partenaires commerciaux de l’UE dans le cadre d’accords bilatéraux comme le Chile, le Canada, le Brésil et la Nouvelle Zélande.
Andrea est régulièrement invité comme orateur à des évènements internationaux. Il est l’auteur de plusieurs publications au sujet du Droit animal international et sa conduite. Il a contribué en particulier au Traité italien de Biologie et sur la Législation sur le Droit des animaux avec un chapitre sur le Droit européen du bien-être animal (Trattato di Biodiritto – Volume “La Questione Animale” a cura di Silvana Castiglione e Luigi Lombardi Vallauri).
En 2014-2015, Andrea a présidé le groupe de travail qui a coordonné la participation officielle, la politique ainsi que les évènements techniques de la DG Santé et Sécurité alimentaire à l’EXPO de Milan.
Enfin, Andrea a reçu le Prix de la Royal Society for the Prevention of Cruelty to Animals (RSPCA – Société britannique pour la prévention de la cruauté en vers les animaux), le European Animal Welfare Award pour son service exceptionnel à la cause en 2014.

Andrea werkte op verscheidene beleidsinitiatieven op het vlak van dierengezondheid en dierenwelzijn in de EU Commissie. Sinds 7 jaar is hij verantwoordelijk voor de Dienst Dierenwelzijn bij het Directoraat-Generaal (DG) Gezondheid en Voedselveiligheid, dat instaat voor de ontwikkeling en coördinatie van beleid over dierenwelzijn in de EU. De hoofdtaken van de dienst houden verband met de ontwikkeling en het naleven van beleid op het vlak van dierenwelzijn waarbij contact gehouden wordt met landbouw, interne markt, milieu, handel en grondrechten. Een groot netwerk van belanghebbenden waaronder de Wereldorganisatie voor diergezondheid (OIE) en de Voedsel- en Landbouworganisatie van de Verenigde Naties (FAO) zijn betrokken geweest bij de activiteiten van deze dienst.
Sinds 1 februari 2016 is Andrea verantwoordelijk voor het beheer van de Dienst Officiële Controles en Uitroeiing van ziekten bij dieren in hetzelfde Directoraat-Generaal van de Commissie.
Sinds 2001 is Andrea het Europese lid van de “werkgroep dierenwelzijn” van de Wereldorganisatie voor diergezondheid (OIE – Parijs). Andrea was medevoorzitter van specifieke werkgroepen van dierenwelzijn en aanverwante onderwerpen, die opgericht werden met EU handelspartners in het kader van bilaterale handelsakkoorden zoals: Chili, Canada, Brazilië, Nieuw-Zeeland.
Andrea werd uitgenodigd als keynote spreker op verschillende internationale evenementen en als auteur van verschillende publicaties over het onderwerp van internationaal recht voor dieren en de naleving ervan. In het bijzonder droeg Andrea bij aan het Italiaans Verdrag over de Biologie en Wetgeving verband houdend met dierenwelzijn (Trattato di Biodiritto – Volume “La Questione Animale” a cura di Silvana Castiglione e Luigi Lombardi Vallauri).
Andrea was in 2014/2015 voorzitter van de werkgroep die de officiële deelname, het beleid en de technische evenementen coördineerde van het DG Gezondheid en Voedselveiligheid op EXPO Milaan.
