Biography
Mr. De Schutter is Professor of Law at the University of Louvain (UCL) and at SciencesPo (Paris), and a member of the Global Law School Faculty at New York University. He holds a LL.M. from Harvard University, a diploma cum laude from the International Institute of Human Rights (Strasbourg) and a Ph.D. in Law from the University of Louvain. He has been lecturer in law at the University of Leicester (UK) and has been teaching European Union law, international and european human rights law and legal theory at numerous universities, including Paris I-Panthéon-Sorbonne and the College of Europe. He was a visiting professor at Columbia University on a regular basis in the years 2008-2013 and, in 2013-2014, he was a visiting professor at UC Berkeley, where he helped to launch the Berkeley Food Institute.
Mr. De Schutter was appointed the United Nations Special Rapporteur on the Right to Food by the Human Rights Council in March 2008 and assumed his functions on 1st May 2008. In that capacity he did official missions in Benin, China, Cameroon, Canada, South Africa, Madagascar, Guatemala, Brazil, Nicaragua and Mexico, and he has published a range of reports presented to the Human Rights Council and to the UN General Assembly. Being an expert on social and economic rights and on economic globalization and human rights, he served between 2004 and 2008 as a Secretary General of the International Federation for Human Rights (FIDH). He currently serves as a member of the Scientific Committee of the Fundamental Rights Agency of the European Union (2013-2018), and has been elected a Member of the United Nations Committee on Economic, Social and Cultural Rights (2015-2018).
Mr. De Schutter has published widely on economic and social rights and on the relationship between human rights and development. His most recent books are International Human Rights Law (Cambridge University Press, 2010, 2nd ed. 2014), Economic, Social and Cultural Rights as Human Rights (editor) (Edward Elgar, 2013), Accounting for Hunger. The right to food in the era of globalization (Hart, 2011), Foreign Direct Investment and Human Development. The Law and Economics of International Investment Agreements (Routledge, 2012), Trade in the Service of Sustainable Development (Hart, 2015) and Governing Access to Essential Resources (Columbia Univ. Press, 2015) (co-editor). He is the founder and Editor-in-chief of the European Journal of Human Rights / Journal européen des droits de l’homme.
Between 2002 and 2007, Mr. De Schutter was the coordinator of the EU Network of Independent Experts on Fundamental Rights, a high-level group of experts from the then EU-25 Member States that provided advice to the European Commission and the European Parliament (LIBE Committee) on fundamental rights protection in the European Union. He was the Director of the International Center for the teaching of human rights in Universities, at the International Institute of Human Rights in Strasbourg (2001-2006). He is a member of the editorial board of the Journal de droit européen, and a member of the Scientific Committees of the Revue belge de droit international, the Nordic Journal of Human Rights and the Netherlands Quarterly of Human Rights.
Mr. De Schutter is the author of several expert reports for the Council of Europe, such as in the framework of the accession process of Central and Eastern European countries to the Council of Europe. He also prepared a number of reports for the European Commission, related to the implementation of the Charter of Fundamental Rights and to the preparation of the Draft Treaty establishing a Constitution for the European Union. He is the author and co-author of dozens of books and articles about issues ranging from European law to immigration law, from transnational corporations to international law.
In 2013, he was awarded the prestigious Francqui Prize for his contribution to international and European human rights law and to the theory of governance.

Mr De Schutter est professeur de droit à l’Université catholique de Louvain (UCL) ainsi qu’à SciencesPo (Paris), et également membre de la Global Law School Faculty à la New York University. Il est titulaire d’un LL.M. de l’Université de Harvard, d’un diplôme (cum laude) de l’Institut international des droits de l’homme (Strasbourg) et d’un doctorat en droit de l’Université de Louvain. Il a donné des cours de droit à l’Université de Leicester (Royaume-Uni) et enseigne le droit de l’Union européenne, le droit international et européen relatif aux droits de l’homme et la doctrine du droit dans de nombreuses universités, notamment à Paris I-Panthéon-Sorbonne et au College of Europe (Natolin). Il a été professeur invité à la Columbia University de 2008 à 2013, ainsi qu’à l’Université de Californie à Berkeley en 2013 et 2014, où il aidé au lancement du Berkeley Food Institute.
Mr De Schutter a été nommé rapporteur spécial des Nations unies sur le droit à l’alimentation par le Conseil des droits de l’homme en mars 2008 et a assumé ses fonctions dès le 1er mai 2008. À ce titre, il présentait ses rapports à l’Assemblée générale des Nations unies et au Conseil des Droits de l’Homme portant sur les obstacles à la réalisation du droit à l’alimentation et sur les moyens de les surmonter. Près de la moitié de ces rapports étaient consacrés aux pays où il a conduit des missions officielles au cours de son mandat (Bénin, Cameroun, Madagascar, Afrique du Sud, Chine, Mexique, Guatemala, Brésil, Nicaragua, Canada). En tant que spécialiste du droit social et du droit économique et qu’expert sur les questions de mondialisation et des droits de l’homme, il a été Secrétaire général de la Fédération internationale des Ligues des Droits de l’Homme (FIDH) entre 2004 et 2008. Il est actuellement membre du comité scientifique de l’Agence des droits fondamentaux de l’Union européenne (2013-2018) et a été nommé en 2015 membre du Comité des droits économiques, sociaux et culturels des Nations Unies (jusque 2018).
Ses publications portent sur le droit international des droits de l’homme et les droits fondamentaux dans l’Union européenne, en particulier sur les droits économiques et sociaux et les rapports entre droits de l’homme et gouvernance. De 2002 à 2007, Mr De Schutter a été coordinateur du Réseau Européen d’experts indépendants en matière de droits fondamentaux, un groupe d’experts de haut niveau des 25 états membres de l’époque chargé de conseiller les institutions de l’Union Européenne sur des questions relatives à la protection des droits fondamentaux. Il dirige le Centre international pour l’enseignement des droits de l’homme dans les universités, qui relève de l’Institut international des droits de l’homme à Strasbourg (2001-2006). Il est aussi membre du comité de rédaction du Journal de droit européen et membre du Conseil scientifique de la Revue belge de droit international, ainsi que du Nordic Journal of Human Rights et du Netherlands Quarterly of Human Rights.
Mr De Schutter est l’auteur de plusieurs rapports d’expertise pour le Conseil de l’Europe, notamment dans le cadre du processus d’adhésion au Conseil de l’Europe de pays d’Europe centrale et orientale. Il a aussi préparé et rédigé des rapports pour la Commission Européenne concernant l’implémentation de la Charte des droits fondamentaux et la mise en œuvre d’un traité établissant une Constitution pour l’Union Européenne. Il a écrit et coécrit des dizaines de livres et d’articles sur des questions allant du droit européen au droit de l’immigration, des sociétés transnationales au droit international.
En 2013, le prix Francqui lui a été décerné en reconnaissance de sa contribution à la théorie de la gouvernance, au droit de l’Union européenne, et au droit international des droits de l’homme.
